Russian policymakers focus legislation on power sector’s investments needs

During the past decade, Russia’s power market has shifted from Soviet styled planning to a western market-based model. The mission was to close the vast investment gap created during the 1990s. The Russian power sector needs around $600-$800 billion until 2030, so policymakers continuously battle to find the right balance between channelling crucial investment and maintaining reasonable end user power costs.

Despite some market disruption stemming from structural issues in recent years, policymakers are now better refining the country’s power sector mechanisms using a combination of market forces and pointed state management.

Using Chinese-backed funding, 260-MW Stung Cheay Areng Dam in Cheay Areng Valley, Cambodia, along the Mekong Delta is planned for an area that is often referred to as a “biodiversity jewel” of Southeast Asia. However, international non-governmental organizations (NGOs), local residents and researchers are expressing opposition to the project based on possible ecological risks the dam may create.

Opinions vary and scientific data mounts as to why Sao Paulo, Brazil, is experiencing one of the country’s most severe droughts in recorded history. But, all affected by the drought agree – many of the hydroelectric facilities that serve Sao Paulo are below 10% capacity. 

The World Bank's International Finance Corp. (IFC) is helping train Laos' largest hydropower operator, EDL-Generation Public Co., to improve its management of environmental and social risks.

JOINT PLENARY SESSION 4 March 2014

A highlight of the first day of Russia Power and HydroVision Russia 2014 was the joint plenary session where a panel of industry experts discussed ways of developing the Russian power market in the post reform period.  Maria Stroeva, RBC TV channel, moderated a panel of experts including Alexander Chuvaev, General Director, JSC Fortum, Alexander Shwab, Senior Vice President, Andritz Hydro, Leonid Chernigov, General Director, NPF Rakurs LLC, Alexander Shwab, Senior Vice President, Andritz Hydro and Hando Sutter, Regional Manager, Nord Pool Spot.
